“Public Office is a Public Trust”  is a maxim that gives an immense significance and carries with it a sense of duty and responsibility to us in the civil service. Every civil servant is expected to fulfill this duty and to render service with utmost dedication, honesty and efficiency.

It is from this premise that the Updated Citizen’s Charter of Camiling, Tarlac was crafted. It is a result of the collective efforts of the Department heads and Head of Offices of the Local Government Unit to maintain and further enhance the delivery of quality public services to our people.

The Citizen’s Charter which is anchored on accountability shall serve as the benchmark and gauge in the provision of mandated services in each office of our municipal government as provided for by Republic Act 9485 otherwise known as the Anti-Red Tape Act of 2007. It gives the step by step procedures, requirements, and information on our services. Moreover, the Charter commits, to the people of Camiling, to provide a guarantee of prompt, effective, professional and efficient service in transacting business with the municipal government.

The success in the implementation of this Charter rests on the efforts of both the public and the men and women of our municipal government. I therefore encourage our fellow Camileños to make certain that the standards set in the Citizen’s Charter are strictly adhered to and to our municipal employees to remain faithful in fulfilling their office mandates.

The passage of RA 9485 otherwise known as the Anti-Red Tape Act of 2007 laid the foundation for the improvement of service delivery in government institutions and offices. The law showcased the government’s commitment to reduce if not eradicate inefficiency in the public sector.

One of main features of the law is mandating all agencies and instrumentalities of the government that provide frontline services to develop a Citizen’s Charter. The Citizen’s Charter is an official document that outlines service standards to effectively guide the citizens of availing the frontline services it offers.

Since we in the local government unit, is the part of government that is closest to and is in charge of delivering basic services and facilities to the people, it is of primordial importance that the Citizen’s Charter be updated and at the same time its implementation strictly monitored and assessed.  This is the rationale why we have updated and re-calibrated the standards in the individual offices’ charters. We have conducted a review of frontline services offered by our LGU offices and simultaneously conducted time and motion studies to rationalize and update said criterions of service delivery.

This updated Citizen’s Charter of the Local Government Unit of Camiling, Tarlac is not a document for mere compliance of a provision of law but rather is a testament of our commitment to guide and arm our employees with the right mindset, proficiency and attitude in delivering sterling public service to our constituents and at the same time allows our citizens – the clientele – to gauge our performance based on the set standards of service delivery.
